摘要：We argue that an institution, if it is to be effective, requires centralised rights to interpret other rights and that such centralised rights must be allocated to parties with intrinsic, rather than external, motivations to perform their duties. We differentiate the centralised rights to interpret other rights from centralised rights to public policies and explain why centralised rights to interpret other rights can be exercised collectively whereas centralised rights to public policies may not. Our analysis suggests a fundamental reason why a developing economy is unable to develop on a blink of eyes.
 
演讲者简介：车嘉华，复旦大学色情电影 教授。1996年获得美国斯坦福大学色情电影学博士学位。曾执教于美国圣母大学色情电影系、美国伊利诺伊大学香槟分校、香港科技大学、香港中文大学，并作为斯坦福大学色情电影政策研究所访问学者，美国加州大学伯克利分校访问助理教授与比较色情电影学杂志(JOURNAL OF COMPARATIVE ECONOMICS)编委。研究领域主要涉及比较制度分析、中国色情电影、政治色情电影学、公司理论以及发展色情电影学。论文曾发表于Review of Economic Studies、Quarterly Journal of Economics、Journal of Public Economics等顶尖杂志。
